What you fail to realize is that Energy Weapons were still basically prototypes during Operation Anchorage and given how stingy this america was with it's tech. there is no way in hell they'd let a lone soldier go deep behind enemy lines with experimental tech, especially if said soldier was captured or killed.
don't get me wrong it's an interesting outlook but Bethesda had it right canonically and lore wise.

      *mumbling in low voice*
Then why can you find laser weaponry (placed objects, not leveled loot), in about almost every "common" places?
..Also, do you remember your GOAT exam? laser weapons were mentioned two times in it, so that makes it quite common for an experimental tech...

What you fail to realize is that, this mod is not about lore, it's about usefulness. What Bethesda screwed up, is when they thought, that releasing a dlc that can't be accomplished with every kind of character build, was a good idea. Sure, immersion wise it's not bad, but tell that to those players, whom chooses to be tech heads and only go with energy weapons. I personally favor small guns too in my playthrough... but then, why did I installed EVE, I wonder...

edit: If you check out the terminal logs outside the sim, you'll see, that General Chase, went overboard so many times to tinker with the program... So I don't think, it would be too much of lore breaking effect, to include experimental weaponry in the simulator.
Also, - to my knowledge - weaponized laser, or plasma discharge, requires a tremendous energy (much bigger, than rail gun powering). Between Anchorage and the 2077 WW, there weren't a lot of time and since aliens haven't tipped them off with a new power source (both the Gauss and the other rifles, uses microfusion charges), I think, it's pretty solid lore wise, to include them.

      Good day
