Er meh God !! This, combined with Simple Realism... played on Very Hard, makes for some scary game play. I mean, you better get your DR up quick. Otherwise it's one shot, one kill.
Unfortunately not, but it is possible to make it compatible if you know how to merge changes with FO3Edit or how to merge mods. If all you do is change load orders around, you'll either get re-balanced stats on your weapons or new textures and effects, but not both.
