Yes, it is when compared with the machines in FO4. When EdibleGrenade12 made the mesh, it wasn't really known how big the machines were, so I guess he made them scaled like actual 50's soda machines. He hasn't updated since. There is a way to make objects larger by scaling them in the object reference, but to do that here I'd have to replace every single reference to a nuka machine. That's just a bit much.
Not that I'm aware of. It's too bad that the scale is set on the reference rather than the model itself. I suppose they were trying to save space by allowing a single model to do for any number of items of different size. It's how people do "toys" in the game - the reference is to the full-size item (say, a protectron), but with the scale set to make it toy size. It would also be nice if nifskope had an easy way of scaling a model. There's just no easy way to make them bigger.
Okay, I was wrong. It was actually pretty easy to scale the machine in nifskope, even with animated parts. The new BSAs have the pristine and regular machines scaled 20% taller and wider. 20% taller makes them a little taller than an adult male character, which seems close to the right height from the last time I saw Gopher standing next to one in FO4. 20% wider keeps the aspect ratio in proportion, keeping the fans round.

Update available! This is just an update of the BSA files from 2.2 or 3.2 to 2.3 or 3.3. I made the vending machines 20% taller and wider so they don't seem so small any more. If anyone can get a more accurate measure for how tall the thing should be, let me know and I should be able to make it exact.
