Turn off Water Displacement and/or Water Refraction. Antialiasing and Anisotropic Filtration also should be turned OFF, they cause strange artifacts when under water.
To anyone else searching for the same issue, to fix seeing water through walls, it's the following lines in your FalloutPrefs.ini: iMultiSample=0 iMaxAnisotropy=0 bUseWaterDisplacements=0 (this one is in both Fallout.ini and FalloutPrefs.ini)

I do have a weird problem regarding eyebrows and hair though. For some hair, it's like the ENB is drawing over some invisible mesh. For some eyebrows, it's like they have some transparency issue which makes them look like they're taped on.
Disabling the ENB completely in-game makes the issue go away, so I tried disabling every effect to find the culprit but I was only able to find that disabling Ambient Occlusion reduces the severity - however it does not actually fix the issue...so I'm not sure what else I can do.
I have minimal mods, just NMC texture pack and FO3 Redesigned Standard Edition.
The problem itself is caused by ambient occlusion.
You may wanna try Fallout Character Overhaul by Drumber The meshes are better and if I remember correctly there even was optional alternative meshes built for ENB. (could be in the NV installer)
Likely you can try any other mod which improves character facial hair meshes.
Probably not relevant anymore, but in case someone else will need it - there is a solution. You can use mods for New Vegas "NVR and ENB AO Hair Transparency Fix" by FiftyTifty + "ENB Hair Fixes (Minimal)" by calebgamman. It may cut beards a bit, but there will be no halo from the alpha channel.
I noticed two unpleasant moments: there are scripted situations in the game when our hero is blinded by light (at birth, growing up). At such moments, the screen should be flooded with white light, but this does not happen with this enb. Therefore, we see NPCs who froze in unnatural poses before the animation began, although the voiceover is already playing. It looks a little weird) And secondly, I noticed that the distortion of the air from the robot's jet engine in the shelter passes through the NPC. How can I fix it?
So... I partially solved the problem. At least I found a way to fix the jets of a jet engine that appear through all objects. Mod "Mr. Handy ENB Jet Fumes Fix" in the New Vegas section, authored by Jamar1978. But the question of the absence of a white screen where it is needed remains relevant.
The problem at the start is related to the image space modifiers and it's a general issue with ENB's Cant find the mod which fixed this anymore, but it used to be named imod emulator and I think it was only working with NVSE.
So if you're playing with TTW and if you're able find the mod, it would fix the issue.

just a note that if your installation instructions contain text that people will want to copy/paste (i.e. the enb url), maybe include it as free text somewhere or have a hyperlink
So we're in 2023 and for a unknown reason, I meet a bug after I installed the ENB: each time when I move the camera outdoor, the color of the sky and the light changes from bright to darker.
Hey bro, not sure if you ever found a fix for this but for me it was deleting High Resolution Water Fog - Water Aliasing Fix. That got rid of the issue.
Just got done watching the Fallout series. Wanted to play some Fallout, you might end up playing again too and if you run into this issue, for me it was disabling Depth Fog in the FO3 Launcher or FalloutPrefs.ini.
