The best light mod for Megaton! I've tried them all - there aren't many. A version with only half the light intensity would be good... (I haven't tried the mod with the fire barrels yet...).
I have found a shadow/lighting bug that happens upon entering Megaton. If I pan the camera from side to side where Lucas Simms first introduces himself to the player, the ground will suddenly light up. If I move the camera further, it will go back to normal. I have never experienced this bug before. Something I have done must be the cause, but has anyone else experienced it and found a fix?
I you read the description of the original modder for Megaton Lighting, he addresses this issue and states that it is a problem with the game engine. Unable to be fixed. Can't be done. I've used 3 different variations of Megaton Lighting and nobody can fix this issue. Nobody...
If I'm experiencing the same glitch as Mitigate, it's caused by ENB. Even ENBoost with no visual effects does it to that spot in my game. Remove ENB and the lighting glitch is gone.
This mod doesn't get rid of the weird ground lighting glitch for me, the ground still turns black at certain angles when you enter the town :/ The neon light glow is a pretty nice touch though
Two years later, if you still care, got a little answer for you. Thought I had the same problem. If you use *both* the main file *and* the Neon Glow Plus version, you get the black ground glitch in the entrance. Choosing just the Glow file fixed it for me.
I'm sorry according to your load order description, it's impossible to load this mod before Enhanced Weather mod and after Fellout. BOSS would argue this as well. You can't do both according to BOSS. Just saying. So which is more important? As BOSS says to load Fellout after Enhanced Weather. Now, if it were up to me... I'd say, screw Fellout and load it above my weather mod... as weather can be broken by even a simple cell transfer. I'm thinking... load this mod very early in my load order. What say you?
This also applies to ProjectReality which edits both lighting AND weather. What I did was load this after PR in FOSedit and drag over the Worldspace edits from PR to resolve the conflict. PR will then become a master for this small mod.
This is a very simple mod, so I am sure that it can be easily converted or anything, if you know what to do. But I don't have NV installed right now, and I'm not planning on installing it, sorry. I don't know this TTW mod or how it works either, but I'm sure there is a guide that describes how to convert mods for use with TTW, or you could just ask someone on the forums to do it for you.
On the TTW FAQ, there's an ConversionPack.zip. Download it and open it into FNVEdit. Instructions are on the FAQ. You basically set and sort masters and then run the script. If you've ever cleaned mods using FNVEdit, you can definitely do this. It takes about 5 minutes to convert an FO3 mod for TTW.

I would gladly do it if I could, but the gpu of my laptop died a week ago, so I can't even play F3 anymore, not to mention FNV, which I don't even have installed.
