There's a Reddit page providing some links to some probably slightly out of date versions (seemingly for Fallout NV, but might work with Fallout 3 aswell) of CotW. I've downloaded the one from the first link and it seems to be safe, but don't quote me on that.
Okay, people that couldn't talk with Kelly weren't crazy. The 1.0 version needs a mod that allows you to talk to generic children to speak with Kelly. The new 1.1 version adds overrides to the greetings for generic children removing the GOODBYE flag that prevents you from talking to the kids. Note - this means you'll be able to speak with ALL generic kids except those in Little Lamplight (who have a different set of greetings). I don't know how you'd change that as the game recognizes Kelly as a kid first, and a specific character second. Fallout seems to separate out kids from everyone else, then groups them into three categories: specific kids, generic kids in Little Lamplight, and finally generic kids not in Little Lamplight. Specific kids can be talked with, all others have their greetings flagged with GOODBYE, which prevents you from speaking with them. SCC - Talk to Anyone overrides all the generic kid greetings to remove the GOODBYE flag. I only overrode the generic kid not in LL entries since that's all that applies to Kelly. If anyone knows anything more on dialogue in FO3, please post a link to a discussion on it! Thanks to everyone how reported an issue - that's how bugs gets fixed.
i installed the original ashby and then this one, and i saw something in the .esp of this mod, it doesn't has the original as a master, so little ashby is not replacing adult ashby so now i have adult ashby and little ashby cleaning my house and i can't talk to the little one, she acts like a npc girl with no importance so maybe if you add the original ashby as a master and then mark this girl to replace her then it would work
My esp is a derivative of the original that uses the meshes/textures from COTW instead of custom clothes. It doesn't need either the original esp nor the resources from the original. They may actually work together, but I tend to enable one or the other depending on what character I'm using. My esp doesn't need the original as a master as all info and scripts and such are all in the esp.
Scripts are in the esp in Fallout 3, so it can't be an issue with the scripts being mixed up or overwriting each other. As long as the esp is active, all the scripts are there inside it. Now, you can have script conflicts between mods if they try to change the same vanilla scripts. Have you tried moving the load order of the mod?
It's also possibly something to do with SCC (Sharing Caring Companions) - I always use that mod, too. I'll try running a fresh start without it and see if that is an issue. I don't see how, but anything is possible. I still lean more towards a load order conflict.
EDIT: Tried a few things... it won't let me speak to her without SCC and SCC - Talk to Anyone. I'll look into what flags are needed to talk to kids without needing a mod to talk to anyone. In the meantime, a mod that lets you talk to anyone is needed.
I converted the mod to work with TTW and she's working fine for me. The only thing she requires is the two esm's from COTW. She doesn't even need the original Kelly Ashby mod installed. The only thing I haven't tested is the haircut option. Once I find some scissors, that'll be next.
I've used it without that perk, just coming into town fresh from the vault. Child at heart merely affects lower branches of dialogue that specifically check for that perk. It shouldn't affect this dialogue at all.
The next thing I'd try after the AllSpeak would be changing the load order. Try moving the mod down towards the bottom. Maybe another mod is interfering.
