TOE - Totally Overhauled Environment.

Sky - Cloud variations.
Water - Bluer, clearer, no radiation in the potomac, can see farther under water, great for a swim.
Fog - Backed up some distance accept for nighttime.
Night - Darker but not too dark.
Color - Adds saturation, colors are more vivid.
No loss of frame rate.
Probably more I forgot to mention.

I know this is not for everyone, but feedback is welcome.
Please let me know what you think.

This will conflict with other lighting or weather mods.
Compatible with Street Lights.

No DLC required. Only vanilla for now.

Back up your sky and water textures.
Extract to your Fallout 3  MAIN folder or use NMM.
Place it last in your load order.
