Retarded Leveling is safe to use on an existing save.
What will happen: If you, for instance, install the "Retarded Leveling 40x Slower.esp" on a vanilla save that has a Level 9 PC with 6000 XP, the PC will remain at Level 9, even though he has only earned enough XP to be at Level 4 according to the new rules. However, he will not reach Level 10 until he has earned 28,800 XP (the same number required to reach Level 10 if you had started a new game). Once he reaches Level 10, your character will be on the same scale as a character who started the game with the .esp active.
If you start a new game with a slow .esp and then decide that it is too slow and want a faster leveling experience, the experience is similar. For instance, if you started a new game with the 50x .esp and reached Level 10 with a character that has 40,000 XP and then decided it was just going too derned slow and switched to the 20x .esp, your PC would immediately become qualified to reach Level 16 and would level up 6 times in a row the next time he earned any XP.
The author used the word correctly in this context. "Retard" is actually the perfect word for what this mod does. It certainly doesn't mean joke, not sure where you got that from.

This modification is one of my favorite tweaks: Where other mods increase the level cap which only lead to boredom since one is fighting a small variety of high levelled monsters over and over in higher player levels you opened up a road that simply leads the other way around. You call it retarded and thats okay. Its what it is.
This mod is a game changer for me. A clean and simple, very thoughtful edit that even comes in different flavours. Thank you.
Old comment, I know, but by "retarder" I think it's referring more to the 'slow' definition of the word, rather than the insult against people for being dumb/slow. In other words; not that type of retarded.
does this mod work under win10 properly or am i doing something wrong? in my case it seems to multiply the needed XP by 15x instead of the supposed 1.5x
Finally! A mod that REALLY retards (seriously slows down) the pace at which you level up. This mod is so far the best I've seen that lets me play so I can run around killing anything that attacks me, do ALL the side & unnamed quests, and when I finally get around to completing Waters of Life I'm **NOT** already level 30! Thank you very much!
