Modders wanting to use portions of this work outside of a player home will need to make some modifications, otherwise the mannequins are likely to be attacked. I found there are two things I needed to do to address this and keep the mannequins functional.
The first is to add the most common factions to the mannequins. The easiest way to do this is make a template mannequin with the desired factions, then have all other mannequins refer to that template with "Use Factions" template flag checked. This much will be obvious to experienced modders.
The second part is not so obvious. In order to trade with the mannequin, the mannequin must be set as a player teammate. The mannequin script does a "SetPlayerTeammate 1" when the mannequin is first loaded. But this makes player-hostile actors attack the mannequin, regardless of faction settings. My solution: remove the teammate function from the OnLoad block and add it immediately before the "OpenTeammateContainer" call which initiates trade, then immediately follow that line with "SetPlayerTeammate 0". Faction stuff should now work.
Maybe this will help someone doing fun stuff with this mod.

It's a shame that this won't work with the GOTY edition of the game! I tried but the mannequins aren't in any of the shop inventories. Oh well maybe it'll be updated someday.
This mod scares the S**t out of me, i shot one of the mannequins and now it tries to kill me everytime i turn my back, they shoot at each other and then when i look they stop moving. T_T
