This fixed my stutter problems on Win10. Thank you so much!
All other fixes didn't help or made the sound even worse. I tried adding Madfilter.ax, using K-Lite, disabling LAV, tweaking the .ini file and some other. Now this fix is the one that solved my pproblem. I'm so gratefull that I still can enjoy my Fallout 3 in 2017!
However, most tracks repeat twice now. I already tried moving the non-mono mp3 files without success. What are those "mono" files there fore anyway? Has anyone a solution for this problem?
So far so good, you're a lifesaver, I used the radio shutter fix mod to do the same with vanilla songs, they work together. This radio shuttering crap was really getting annoying.
So I had to get rid of this, which is a shame since it's the only mod I've seen that fixes the problem where the radio music mutes when talking to NPC's... but the duplicate songs, lower quality sound of the vanilla radio songs, and the music stopping when you pause made me get rid of it... problem is, that all the vanilla tracks still have the same effect as if the mod were being used. Lower quality and music stops when you pause the game. I even deleted every .wav file the mod made, uninstalled GNR enhanced and reinstalled.. no luck. Any suggestions?
The instructions are very confusing for me, could you help please? What do you mean by change the directory to the said folder because when I open a command menu it comes up with C:\Users\(my name). What do I do to change this to my GNR directory and how do I run the batch file via that command window?
This mod does everything right apart from the duplicate plays. if you are able to find a fix for that it will be the ultimate answer to the sound issues with GNR Enhanced. Look forward to (hopefully) the success of your endeavours.
Is it safe to extract the vanilla songs into loose files and WAVify them with this tool too, so all songs are free of codec screwyness?
EDIT: I just realized... the original MP3s are still present in the BSA, and might cause repeating. I wonder... a blank MP3 to override it in the loose files might be a workaround: it repeats... but plays a second-long blank MP3 instead.

Yeah, that's also possible. You'll need BSAopt or a similar tool to extract the files, then convert. Note that the wav file may be much quieter and you might have to increase the volume (I used sox).
To be honest I'm not clear on why having both .mp3 and .wav causes the duplicate play. The plugin lists each file as the .mp3; I simply changed the plugin to point to the .wav file for each of those (manually editing 100 lines is painful, but had to be done). Perhaps the engine looks for the name of the file before the extension and plays all files? If so, that's pretty dumb.
The second-long mp3 might be a solution. I feel like there should be a better way.
Well, one convoluted way would be to extract the Sounds BSA, WAVify all the mp3s, then repackage the BSA with the .wav and not the .mp3s - and finally, add a plugin to change all the stock .mp3 pointers to .wav pointers.
