This mod idea is ill-conceived and wholly inaccurate. Firstly, your drop rate is overly exaggerated by a factor of x4. Secondly, in the real world you'd range your scope so it'd be about say 1" high for a 100yd target and thus dead-on for 200yds. Then it'd start to drop, 3" low at 250yds, maybe as much as a foot at 300yds depending on ammo, muzzle and head wind etc. Those characters under and behind the bridge are about 200-250yds away yet you're aiming about 2 or 3ft above their heads to headshot them. In the real world you'd be aiming at the top of their hats to hit their eye level - or instead adjusting the ranging your scope for being dead-on at that range.
Of course its innaccurate, FO3 doesn't have the draw distance needed for zeroing to even be necessary on rifle cartridges (pistol cartridges obviously have rainbow like trajectories due to godawful BC's). What this mod does is great for emulating bullet drop for the cell distances in this game - your drop calculations are utterly arbitrary and irrelevant.
You say you have your global damage set to 2.5? What is really fun is to set it to 3.0 and increase the DR for all armor though it might take some time to do all that, that is why I have FWE, it does both (well, there is options to set the global damage) and you can increase durability for weapons and armor. Im not telling you what to do or anything, but you should give it a try.
The reason for this is because gravity is factored into the game. Take the Fat Man in V.A.T.S. for instance. Your character aims above the target because the Mini Nuke is affected by gravity. If projectiles in the game are affected by gravity, NPCs and V.A.T.S. will compensate for this.
Got on to say that thumb nail is inaccurate. When a bullet leaves the barrel it actually arcs up, then down. Please look at this crudely drawn paint picture
The bullet from your standard M4 makes a 7" upward arc between the your barrel and a 300 meter target. It does not defy the Laws of Physics because it IS within the Laws. The heat from when you shoot your weapon lifts the lead when it leaves the barrel. As for sight adjustments, it all depends on the person. Reality, you cannot pick up just any weapon and shoot bullzeyes if they are using ironsights or scopes. Ironsights and scopes are adjusted to the owners likeness and can vary.

But that raises a question in my my mind...how on earth can it arc upwards if the barrel is straight? Does it defy the laws of physics? lol

It seems you may be wrong and it is, in fact, an illusion because of scope/sight adjustments, just as I suspected
