So this is a plain install of COTW. You can find that here:

I used a bog-standard install of Fallout 3, which to me means all the DLCs and the latest patch, along with DARNUI. I then installed just COTW from the link above. There's NOTHING else, which means it's good to go for anything else you want. The only thing you miss are mods that add stuff into the vault startup, like that mod that adds weapons and armor to the table in your room when Amata awakes you. While I liked that mod, I felt the loss of that was worth making the save more generic. You don't NEED anything, so you shouldn't have any conflicts except things known to conflict with COTW.
When you go to the race selector, you'll notice your character doesn't appear. That's normal for COTW when playing as a child. Pull up the console and enter "player.setscale 1.25" to see your character, then enter "player.setscale 1" when you're done to get back to the proper size. If you want to play a slightly taller child, try 1.1 instead of 1. If you want to be a real shorty, try 0.9 - you'll be looking up to everyone, even Bumble!
Anywho, use this character as you see fit. I don't really care how... no need to even thank me if you use it. I did this mostly for myself, and if you benefit as well, all the better. :)
