As already mentionned here, the face of the character switches to the vanilla race after the Tranquility lane interlude. It is possible to switch back to the modified race with the console tool but then some Perks are no longer taken into account. I say "some" but it may more than that. For example, "Strong back" and "Lifegiver" did not function any longer.
Thanks for the port! I don't know if anyone's run into this problem, but just word of caution: after any sequence where you're a child, the game will revert you to one of the vanilla races, so you will need to utilize console to switch back to Nuska's race.
ENDGAME SPOILERS:
Additionally, using a custom race will cause Death From Above to not trigger properly, so be sure to switch to one of the vanilla races before you activate the purifier.
Something like that happened to me a few years ago, where I couldn't proceed to Broken Steel because of a custom race. Thank you for reminding me of that.
I'm no help with the Hair Pack, but there is an addon for ZzJay's Hairpacks for Fallout 3 that adds the hairs to the races in Nuska's Woman of the Wasteland:
After 3 hours I can finally download my own file, ugh. Anyway, I seem to have uploaded the wrong file instead of the updated one. It should be fixed now.
The "conflict" you mention is part of the original mod. Nuska made some edits to the vanilla races, although I'm not sure why.
As for Lings, I can't really say since I don't use it however, it should be compatible, you just need to manually add the hairs and eyes to the new races.
Also having a problem, this time with hair. So, I have a single hairmod installed, but when using these presets, the mod hairs don't show up (only vanilla, and I'm not even sure it's all of the vanilla ones). Although normal vanilla presets have all hairs, including mod hairs, available.
Any idea why this may be?
P.S. This mod is the only preset/race mod I have installed, if that makes any difference.

Apparently, there are no eye color options available with the presets.
There also appears to be massive conflicts with the AfricanAmerican race Hairs and Eyes categories.
I guess it does not Lings Coiffure.
