It looks like you're using Enhanced Blood. There is an optional esp included in that mod that decreases/increases the time the blood splatter is on the screen, the size, and I believe there's also an esp that will just have a flash of blood around the screen whenever you get hit. Nonetheless, useful mod for those without it that in your case can't disable with the INI.
