I thought the lack of green tint would bother me. It didn't. I'm using Fallout Moods too, maybe that's why I don't mind the slightly warmer, less sickly green tone.
So sometimes in my game as I am walking around like at night for instance... this awesome light works great however on the ground only certain blocks or sections get illuminated as I walk by them. Same thing as when I look at a burning fire in a trash can. When I move my camera at certain angles back and forth, the light emitting from the can pops in and out... So I am basically having a similar effect with light as I traverse across the land. This only happens in the wasteland outside and not when I am inside a dungeon... Has anyone else experienced something like this? Its difficult to explain. Would REALLY like to know a way for light from this pip boy to register and show up correctly on all terrain surfaces
Most likely a game engine limitation. This flashlight mod mentions something similar: https://www.nexusmods.com/fallout3/mods/15003 Under the known issues section and calls it the "only one light allowed" bug.
Shouldn't overly concern you anyway. As it reduces brightness by over half to counteract its longer cast, and uses a more natural amber instead of green, the resultant diffuse light wouldn't be much more or less visible to enemies than a pip's regular spotlight.
I've only just now noticed a problem I'm having using this mod, after many hours of gameplay:
If the PipBoy light is on and I hit TAB to go to the PipBoy menu, when I leave the menu the PipBoy light will have gotten brighter (by about 50% or so it looks like). The light level resets to normal if I deactivate and reactivate the light again. The shift is particularly noticeable when in dark interior spaces.
I'm doing some testing to see if it's the result of a conflict with another mod (other lighting mods I have installed are Realistic Interior Lighting and Xepha's Dynamic Weather), but if anyone reads this could you do a quick check and see if you get this problem also?
EDIT: Adjusting load order doesn't seem to help. Whether I load it in the highest position or the lowest, the problem is still there. I'm removing it for now but if anyone has any suggestions I would really appreciate it.
EDIT 2: I tested another PipBoy light solution (Thebullfrog' LED Pip-Boy Light), which does not exhibit this issue. So it seems to be related to this specific mod.
EXACT same problem. Trying "Spotlight" now. Since it has 3 different brightness levels, and a spotlight.
edit: spotlight is waaaay too dim for my liking, even at it's highest setting. Now I actually like the way this mod gets brighter, just wish i could control the brightness levels easier.
edit2: Apparently the problem is NOT cause by this mod. I used the G.E.C.K. to change the magnitude of the "Spotlight" mod, and with "smoothlight" removed completely, I still get the same problem. With over 200 mods installed it's a little hard to keep track of it all.

I don't know if this fix will work without the street lights mod installed.
I recommend installing both,
The StreetLights.esm needs to load after ThePitt.esm in the load order
with the fix StreetLights_Light.esp next.
If you're playing the game without the dlc's place the esm and the esp after the main Fallout3.esm
