The control terminal is outside of Megaton next to the burnt out car. activate it and click the first option to get the glasses for the first time or anytime you lose them. the second option gives you a remote configuration item. it will let you change the settings without going to the terminal. go through each item type and turn the ones you want to glow, on. After that select the color for the item. you can choose a bright or dim glow for each item, bright is the default setting.
Future plans. If I figure out how to. only items that are not owned will glow.
This makes items glow so they are easier to see. If you like this mod vote for it.

This is meant to be used with HDR turned on so the items glow.
I use neon red, yellow, green and blue because they stand out in normal lighting and pop in darker areas.
Their is a FOMOD version. I will update that one only. I'll add any new items as optional downloads.
History
This started as a mod to work with Glowing ingestibles and items and make items glow that it didn't have. that mod disappeared and I added the glowing items it had to this.
Incompatibilities
The mines are incompatible with EVE - Energy Visuals Enhanced becasue they both modify the same mesh.

Manual installation
Extract the data folder and drop it in the Fallout 3 or Fallout 3 GOTY folder. the folder path will drop everything in it's correct place.
Nexus Mod Manager Installation
