I've seen a mod with the armor set and weapons posted elsewhere by link offered on a YouTube video, and my main complaint is the gloss of the armor. There was a very well made Gear armor set for New Vegas which is unfortunately no longer available for download. It looked terrific with the correct shades of blue and accurate proportions of armor pieces. This set, while admittedly very well done, has the irritating gloss alongside the awkward looking Gear helmet that is thinner and flatter than the real thing. I appreciate the attempt, and I can't be angry for the effort that has been put into it, but every mod could use work and those are a couple of comments to be put on this set.
Furthermore, for this mod in particular, it would be nice to see stand alone variants of the armor and weapons presented in the screen shots rather than having to get them off of a Brotherhood Knight, and let alone have to be in the same uniform as other characters rather than just being a lone Gear on your own. Good work, I hope to see that someone may make a refurbished edition of key Gears of War equipment for both Fallout 3 and New Vegas.
This mod looked promising, but I am a little disapointed. The glow ruins the textures of the armor and the weapons. Besides the armor covers great part of the pipboy. This mod deserves to be improved. Nice work though.
Since no one was nice enough to answer a few months ago, I'll answer with what I think the cause is. You have an esp in your load order that is switching meshes/textures. For example, FWE and Daejones' power armors use different meshes and directories than the vanilla game (if I remember correctly). If you were to try to install this mod over top of FWE you would get errors. Sometimes a load order swap can fix it, but most of the time it won't. You would be better off downloading FO3Edit and using it to patch your armors. Pay particular attention to what mesh(es) they are being assigned. Sorry, there's no way to patch your game without getting your hands a little dirty. Of course, you can always just not use this mod.
For me, the armor just glows when on other characters and myself. I have FOSE installed, the mod checked off in FOMM, Broken Steel, The Pit and Mothership Zeta checked as well. Is there a problem with it?
Very nice mod ( it's the only Gears Of War mod I've found that works and isn't a no texture piece of junk) took me awhile to find it though . it would be cool though to have Dom's armor to and if the guns had custom sounds from Gears. (the armor & guns are behind Tenpeny Tower and it doesn't replace anything until you first wear it.)

1. Why does enclave commander come with this mod? I never asked for this.jpg
2. The GOW.esp is in my load order but it doesn't replace any of the BoS armors. Every BoS soldier is still wearing the vanilla armor.
