Eh, not really. Major characters, yeah, but there's about 6 to 8 voice actors total for the minor characters, same as this one. Not that I'm saying one is worse or better - personally I like New Vegas way more, but still, facts is facts.
I absolutely love this mod, for a little while I thought this mod was removed (it was marked as hidden whenever I tried to redownload it until now). I hardly got a chance to use it though because shortly after I installed it the first time I ended having reinstalling Fallout 3 for an unrelated reason.

I don't know about everyone else, but all I hear is a compilation of New Vegas Mutant voices and Raiders along with the standing Mutant/Raider voices present in the vanilla version. Worse, the regular Mutant/Raider dialogue patterns in FO3 are interrupted by the New Vegas add-ons/overwrites. It's a great idea, but I truly think this needs a bit more refining.
