The outfit is my own mash-up of Persona for the boots and belly shirt, DC delight for the nails, and Yes Mistress for the gloves, armbands and skirt. Well, the skirt is a recoloured Yes Mistress corset. If Ren can wear pants on his head, I can wear a corset around the hips, right? :p
I'm afraid I can't release it, since none of the pieces involved are my own. But if you're not afraid of NifSkope, you can do your own mash-up.
The character is Maxine, a.k.a., my Preset 3 for the Moonshadow Doll Race. Doll race 1, to be precise, but Doll 2 is the same face with slightly more makeup.
Downside, it's for NV and depends on a NV mod, but it's not hard to convert to Fallout 3 with TesSnip (FOMM). Again, I can't release it for FO3. This time because it depends on a mod for NV that I don't own, and can't release for FO3.
But if you're not particularly afraid of a little mod editing, I can tell you how to convert it.
Edit: Oh yeah, and the glasses are a recolour of a NV mesh. For NV you can get them in the Professional's Suits mod.
I also have quite a mess when writing, but set it all right by pen and paper... Well, mostly, hm I just love that "throwing each other pies in the face". May I quote it?
Well, that or finally learning to rig. The only real problem is that so far I never ran out of other ideas to do. So it kinda always ends up a case of "so, I could learn to rig that helmet, or I can make me a new wicked sword... or maybe an axe... or maybe I should get started on that Hellsing Casull gun I always wanted... or see if I can recolour Doc Lesko's outfit into a more Alucard kinda image... or finally put some metal bands on that Caesar outfit texture I wanted to make into a Lorica Segmentata since NV came out... hmm, ok, sword it is" :p
And that's not even counting stuff like, say, "I could fix some of my old crap, like that stupid revolver rifle into something that actually looks like a rifle" :p
Really, I have such a mess of random ideas running around in my head and throwing each other pies in the face, that I have plenty of easy stuff to choose from and push everything else to the end of the queue :p
Well, to start with the question, basically that's why I made the halberds for NV and Skyrim only and not for FO3. At least for two-handers, NV already works like what you describe. I've never done animations, and I doubt that if I started now they'd be any good any time soon. So unless someone else wants to re-animate FO3, I'm stuck with what's already there.
Helmets... heh... well, I should probably learn to rig the darned things and make .egm files too sometime soon, but at the moment all I know how to make are statics. And, I mean, if I knew how to do that, I wouldn't be having an unfinished Roman helmet for like two years now :p

R: Would you make a knight helmet, please? Q: About animation, I guess. Let me explain. Our characters always hold their one hand melee weapons vertically so that, for example, the upper part of a sword, or a head of an axe is not visible in first person. So, is there a mod, or would you make a mod, which would provide for the one hand melee weapons to be held more inclined forward and to the left?
