You can sell the old "bucks" for caps at vendors. Not on a 1 to 1 exchange rate but other than decorating with them that is the only use I have found. They help you build money in the beginning if you are not cheating up the caps, which I am usually guilty of...
Can Someone help me please i put the texture in the fallout folder like every other mod and changed bInvalidateOlderFiles=0 to bInvalidateOlderFiles=1 but when i play the game i still see the old money
Not using NMM? or LOOT? If not I would get them. As there are no special instructions on this mod I would imagine NMM would put it in correctly and LOOT would tell you if it is working and, if not, what you would need to do to fix it.

@Yamiken the Pre-War Money is found throughout the wastes, and is worth 10 caps to sell, and weighs nothing. (unless you have a mod that adds weight to it). search the wastes, I'm pretty sure you'll find some Pre-War Money.

In fact, when i get really bored with Fallout 3, i plan to carpet my bedroom with stacks of burnt, and dirty wraps of bills!
