I finally found this scarf. Thanks for the port to FO3. For those of you complaining about manual downloads... you can easily add it to NMM, etc. Open up NMM , hit the green plus symbol on the left (add mod from file), find the directory path where you downloaded the file, click on file, add. Simple.
Also, if you don't like where the container is, you could open up the mod in FO3Edit, remove the world space edits, and container edits... then just add the items through the console. The id numbers for each item can also be found using FO3Edit. Just open up the mod, and view the file tree to find them under armor. Again, simple.
FYI: This mod has 1 ITM record and should be cleaned.

Edit: I noticed this mod didn't have any DR applied to it. I decided to give it a 3, since that's what the T6M scarf has, that I use. I mean, even sunglasses have a DR of 1, so why not this? Especially if you're gonna' WG it on me. Just open up the mod in FO3Edit and assign it a 3 in the AR column. Bam !!
I'm also having problems with the manual download. Don't know why. Should work fine. Maybe make a straight FOMM download? Would put a big kick-up in your download numbers.
