To add items to a vendors inventory you simply place the item in the vendor's chest, which is usually located under the building they are in if they are in an interior (This is done so that the chest is out of sight and cannot be accessed by the player in the game world. It still seems like a crude method to me, but it's what Bethesda does.) I'm not 100% sure this is how it works in FO3, since I have not edited any forms of vendors yet, but seeing how similar the GECK is to the Oblivion CS it is most likely how to do it. That or you could just look in the container list under the vendors name. That'd most likely be easier. Hope this helps.
Screenies added. Tried for 25 screens and couldn't get the timing right for an in action shot. The only way to really do these weapons justice is to put up a video which I don't know how to do. If anyone could make a short one for me then it would be greatly appreciated
