Datashocker, I feel for you. I had 2 hard drives and a video card die on me in the same computer. Fortunately I had almost everything copied out to an external HDD, which is only turned on for copying file to or from it.
Not at all, they respawn. My hard drive crashed and I lost all of my data, including everything I had on Fallout 3. So, sadly, I probably won't be updating this anytime soon, if at all.
If you want storage in this house, try your hand at adding a container through the GECK. It's rather simple, one you learn the basics.

The dust bowl is what area is called that the shack overlooks.

This mod adds a marker to your map for the shack, so you should be able to fast travel there without discovering it first.
Hopefully it's the first of many.
