the original streetlights mod has loose files, and this mod adds an archive (bsa). Loose files always wins over archives. I am just now comparing the difference by unpacking the bsa. However, I am very sure that is the start of this issue.
= Edit: Okay, original mod needs installed, and it's esm loaded before Broken Steel DLC plugin. Make the Fallout.ini edits as recommended on that mod. You can delete all of it's meshes and textures and use the bsa from this, or extract this mod's bsa and make loose. This bsa (as loose) replaces all meshes/textures from the original mod. The addendum plugin, I load low (near last) just above any of my weather mods.
Following the info I just shared, it works as expected. If not, then you may need to look at your mods in FO3Edit and determine what mod(s) are changing those records.
Did you fix the problem with the Citadel? There is an error at the entrance between the iron gates and the door; the screen goes all black when you try to look at a light that is placed there.
ether i did or i did not have that problem. i just checked and did not have the problem you described. its been a long time since i did this and its hard to remember what all i might have fixed. cheers pal

schaedelhoergler , no i never tried any of the others, i think at the time i made this, there was 1 other lights mod, but i dont remember if it was tied into speedy's .esm or not. so no i never knew they existed. http://fallout3.nexusmods.com/mods/10045, maybe the one i knew about, but i was not pleased with it, thats why i made mine. i have no clue if they would work together.
after thinking about it, no they would not work together if something was changed in the same cell in both, then one would override the other, which ever is last in the load order would win.
