   It's good but you could just console command it instead of downloading......

      You could do that, but the armour in the simulation has very high health (don't ever need to repair it), and this could be found everywhere... besides this was made mostly for a mod called F.O.W.E., found here: http://fallout3.nexusmods.com/mods/6654

   @paitn, Yes you need the Fallout 3 DLC: Operation Anchorage, it's well worth the money as are all the Fallout 3 DLCs.
