Very well done, good idea and expertly implemented. I also like how it's not too unbalanced with the % reduction. My only complain is the location, since it seems very unlikely such a useful piece of hardware would be stuck in a Sewer Waystation on the edge of D.C. This belongs somewhere like Fort Constantine, or Raven Rock, or the Citadel. 4/5.
Finally an equivalent to the Pit's Ammo Press for energy weapon users. However I'd recommend moving it to a more believable location than the teddy bear factory To me it would make more sense if the converter was located inside the Citadel or one of the many forts.
