the location in the first picture is behind the mechanist garage I think. this mod does not add the armor to the game but it's a texture replacer for the base armor mod which you can find here http://fallout3.nexusmods.com/mods/6633
when you have the initial mod you can find the armor in the springvale school. this mod makes the black armor black because originally it's dark purple.
