I discovered how to make this work with the Steam in-game overlay!
Just have all the EXEs in the Fallout folder, correctly named (fallout3.exe, fose_loader.exe, Fallout_Fullscreen.exe) EXCEPT FalloutLauncher.exe. That's the one Steam uses to launch the game, so name it something else. Now, run this in a cmd window (and of course, replace the paths with whatever your Fallout 3 directory is):
Basically this makes a "shortcut" of the mod's exe, and makes Steam think it's the launcher exe. Now just run Fallout 3 via Steam, wait for the fake fullscreen to work its magic, and there you go! A few things I have to note though. You'll have to hide your taskbar (right click taskbar, Properties, check "Auto-hide the Taskbar"), or you'll get a thin black bar on the bottom of the screen, displacing the window.
Also you may have to do this as well:
set SteamAppID=22370 fallout.exe
I had to do this previously to make FOSE work with the Steam overlay.

anyone know if this will work with fallout new vegas? the NV fake full screen doesn't work for some reason its not compatible with the new NVSE or something
