There is already an in-game source for this information, that could be modified in the way 7thsealord describes. It is the terminals in the metro stations. They have a "map" that supposedly gives information about where you are. A piece of script could be attached to those that gives a rough map of the area as a note in the pip boy.
The sub-maps could be added there, showing connections to various nearby areas. Better still, a second option could be added to the terminal dialogues for "service maps" that would show basically the same thing, just with a different name. After all, passengers only need the transit map saying what train to get on, while service technicians need to know which doors to go through to get to the areas of the underground they need to do maintenance on. Unfortunately these maps logically would show connections that do not exist anymore... which could actually raise their in-game fun. You know a connection SHOULD exist around here somewhere, but maybe you can't find it.
Or possibly one of the info-raider groups that hack the terminals before you get there (FUCK_YOU_Usergroup, if you might recall seeing that somewhere on a turret control computer before), has edited the maps to show which tunnels have actually collapsed.
Ideally, it would be amazing to have it as a toggle overlay for the Pipboy's World Map. Ideally. But I get that it may not fit on the Pipboy display at all. Also, it is probably way too complicated to fit in the Pipboy Notes section.
So, my thought is ... subdivide.
Rather than have it be one big map / flowchart, have it be a number of smaller items (that each fit in Notes just fine) scattered around the Wastes (rather like the Keller Family transcripts). Many of these pieces (but not all) will overlap to some degree.
For example, one piece may mention the "connections" for the underground route between, say, Arlington and The Mall. Another piece may indicate what places Metro Central directly links to, and so on.
For backstory, one can say that these were put together by various different individuals and/or factions - traders looking for easier caravan routes, Raider bosses mapping out their territories, some maniac who just likes exploring, and so on.

Well I managed to get it into the game as a holodisk and as the Metro Map you download from the terminal in the Metro station, except I moved the terminal outside of the Super Duper Food Mart. The only problem is that when you view it in the pipboy as a map it is super tiny and unreadable. I'm trying to figure out if I can make it run like the world map. But I've only been using the GECK for two weeks so I'm a total newb at it. I'm gonna give it a try. If DFSL wants the mod to put it in the game I can send it to you so you can upload it in the thread. What I was thinking is maybe making some signs I can hang in the walls In the Metro stations along a few routes with this map on it. Don't know. Like I said I'm a newb. If you all have ideas let me know.
