Here is my final decision. I am not going to contact the author because I have removed the re-packaged upload (The zipped version) The 7-zipped version is an original and therefore not repackaged. I am simply preserving content. This is an acceptable use of the fair use clause under Romanian copyright law. The author also wishes to release his work, as long as he is attributed, which I did.
