If you mean FPS goes up when you zoom, then the game does this by default anyway. This mod merely adds a blur around the edges of the screen when you do so.
Also, because it isn't a very complicated script the blur is still applied when using scoped weapons, if you look very hard you can still see the blur effect being applied when using scoped weapons.
In the likelihood it reduces the amount of screen Resolution refresh rate while zooming in it could give our computers some relief from image stalling and stuttering of the FPS. I use several none scoped weapons that should give the mod a good test.
