AFAIK this is the 'cleanest way' to do it, from Oblivion to Fallout4. Change from 1/on to 0/off. The value is by default in the ini! Was pointed here as this was a required file.
The NPCs don't go past the former part of the border, not because they can't, but because the game doesn't tell them where they can go. It seems from the player's perspective that an NPC just finds his or her way through the world naturally, but actually there is a set of coordinate maps called "navmeshes" that tell them where they can go to get from point A to point B. The areas around the Capitol Wasteland are not navmeshed, therefore creatures and NPCs do not know that they can go there.
So short of navmeshing a huge area of otherwise empty wastes, no mod will ever allow NPCs to go outside the borders.

Also, in developing Fallout Remastered I came across the same (single) record that this mod changes and did the exact same thing to it that SGuSA does. So this mod's functionality is quite accidentally replicated in Remastered exactly, plus removal of the interstitial walls that one comes across inside the borders.
there are (two) configuration.ini files. One of them acts as a backup for the other. If you only change bborderRegions Enabled-1 to =0 in one of the .ini files it is unlikely to work. To be sure it will work, you must change both .ini files. The first one is likely in the Fallout 3 game folder\Fallout_default\...click on this file and the .ini file will appear. The second will probably be c:\documents and settings\my documents\My games\Fallout 3\Fallout configuration settings. This allows me to go out beyond the borders in the Northeast and bring a companion- but i still have a problem entering the big cabin in "Northwest Forest" when I click on the door to enter - it black screens me immediately. So it gives me access beyond the border but prevents some access to objects there - some progress there, give it a try(sbheck)

If u're gonna take it that way, alright, I believe u. It DOES WORK for New Vegas
Not might work. Does work. And Skyrim too, but you need to add the entire line because it defaults to on.
