Actually, LCARSCom.net has all kinds of awesome suggestions on how to tweak your LCARS setup, if you're so inclined - I used it extensively to make an LCARS AveTunes player once.

EDIT: Any idea what the time limit or max file size the game can handle? I have a 20 min video (that I can edit) but I don't want to waste a lot of time. I figured you might know the time/file size limit.

The only real answer is to try it out ingame for yourself.
New Vegas infact can display Video Screens easy, I surrgest you get the animated TV mod found here:
