You are incorrect. Any load greater than your normal body weight is an encumbrance. Encumbrance spans a range, from lightly to over. A desire for concise English is good, claiming that your desires are in fact correct English is bad. Spending time writing a mod to correct grammar is funny.
Well whether or not it is right or it is not I like this mod because in my own little world i don't see myself as "Encumbered" until i am carrying too much. But let me point out that it is over (space) encumbered. There is no overencumbered or over-encumbered in any of the dictionaries i have seen (from a long time of D&) (if you find one let me know cause i would like to see it )

I think Bethesda actually has it correct. If you want to be technical, anything you carry encumbers you to some degree, even if it is very slight. The weight of the clothes you wear, your wallet, etc... It's not a problem until you are overencumbered. But whatever makes you feel better, that's why it's moddable.

Encumbrance is subjective, just like burden, both of which are interchangeable. As Quetzlsacatanango said, you are encumbered the moment you have something that isn't part of your own body, you become over-encumbered once you can no longer carry any more. It should be over-encumbered though. Since it's a hyphenation and not an extension.

Lol... But it's always been "overencumbered", even on Oblivion. :/ My reasoning on it was... to be *over*encumbered means you've met and exceeded your max threshold for doable encumbrance. *shrugs*
Personally, I've grown to hate the English language... It's become WAY too complex for it's own good... and every day it's becoming even more so.
On another note... I applaud the fact that you see something that bothers you (even something relatively petty) and you go and fix it and share it with others.
