The word "encumbered" has been traditionally associated with role-playing games which take a character's carried weight into consideration, however unrealistically, but for some reason in Fallout 3 they stuck the prefix "over" onto it, which would be redundant if it wasn't just plain wrong. In the game this word only appears in the messages you get when you collect too much junk or when you try to Fast Travel with too much junk, but those messages are seen hundreds of times in each play-through. This mod simply changes the word to its simplest and correct form.
Ha, ha, in Skyrim "overencumbered" has been replaced by "You're carrying too much to be able to move good." Expect me to change it back when the CK comes out. "Encumbrance" is role-playing game tradition right out of Gary Gygax's erudite mouth no doubt.
