Good news everyone. I have completely redrawn the arm tattoo. I don't know how it will look ingame compared to the old one but in photoshop it looks way better. There is still one minor issue but I believe it will be solved quickly.
It adds the tattoo to every adult non raider, non tribal and non ghoul female in the capital wasteland, it's just the way these things work. To use this as player only you have to create whole new player race which is using that texture wia G.E.C.K. but I don't know how to do it.
Okay, I have finished the eye tattoo. Looks best in the way of my abilities.

It can look a little torn apart in some parts or it can look "bent" in some parts, but there's no way in hell I will be able to fix it, because it's caused by the customized look of every single face in the game. So if you don't like the way it looks, try to adjust few sliders in the race menu, hopefully you'll find the best compromise between look of your char and look of the tattoo. The race also matters. It's more wide at the hispanic and afro-american race and it's narrow at asian race.

Does it add the tattoo to everyone in the wasteland, or just the player?
It won't bother me if it adds it to everyone or not, I'd just like to know.
