Reading the comments here I see some people have asked about bos dx compatibility. I may be wrong about this but I think that this file will automatically make bos dx compatable. Here's a quote by WJS from the bos dx comments section:
"explanation: In FO3, Bethesda made the Outcast PA use the SAME mesh as the BOS Pa, so if a BoS armor is made with glow parts, then the Outcast would have the SAME parts. To avoid odd looking Outast, i had to add a blank texture to the Outcasts, in order to prevent the outcast armor from trying to glow the same way BOS does".
As far as I can see from FO3edit, the only thing the bos dx esp does is add this null texture to the outcasts. Therefore your compatibility patch should fix its stats as well. I'm in the process of a reinstall, so I haven't had a chance to test ingame yet - I will report back as soon as I do. Many apologies for the textwall and I hope this info is of some interest/help to somebody
Would you happen to know how well this works with the BoC Diversification mod (http://fallout3nexus.com/downloads/file.php?id=755? Also wondering if a BoS DX + FWE + BoS Diversification (http://fallout3nexus.com/downloads/file.php?id=4532) patch could be made. Thank you for the mod, you have my endorsement.
And I've noticed the BOS DX is kind of wonky too. I'm kind of hesitant to make a whole set of patches for someone else's work, though. I might whip one up non-FWE... what other mods do you use that modify power armors?
Hey, that's my screenshot! I'll download this, I hope that it works. However, I was encountering that problem even though I wasn't running FWE. Can I run this patch without FWE or will I get errors?

The esp has been masterupdated, so you may want to run it through masterrestore first.
It may have been the original Outcast DX esp that was dirty, this is just an edit of that one.
