This is best used as modders' resource, I guess. Anyway, if there are requests/further suggestions they are welcome.
I personally am using this myself, because I use too many mods which make early beginning a nightmare to play. I like danger, but not dying every five minutes without any choice of anywhere to go.
hmm... I always thought that leveling at weaker levels are too fast and leveling on higher is just far too weak. If i just had enough time, I would make a perk that doubles the experience and could be only gain at higher levels. But still, your idea would work.
