Well bearing that in mind with the "just incase" part about the DLC... Why not Zeta, Point Lookout, Operation Anchorage and The Pitt?
Personally I recommend you do what you want to do with Fallout 3 on its own, and if you wish to do the same for the DLC do them seperately... and IF you really want to, combine all 5 for those who have them.
It would make it a lot better for everyone, as not everyone has all the DLC and not everyone has Broken Steel... so it will be compatable for all.
I'm trying to figure that now. It shouldn't really need it, but I think that is one of the masters that I loaded with it, just incase if there was a new item in BS that I could rename.

Besides, I see many mods that require all 5 of them. It's not like the concept is new.

It has nothing to do with those items, they are in the base game...
