1. Extract the files from the archive.
2. Copy the meshes/Havok_Bobbleheads Folder TO (install folder)\Fallout 3\Data\Meshes\

Paths should be

Fallout 3\Data\Meshes\Havok_Bobbleheads\bobbleheadagl_Hav.nif and so on, 20 .nifs total.
