I changed bAllow30Shaders from 0 to 1 to use shader model 3.0 in the game, also I renamed my shaderpackage 17 to 19 ...and get the water error. Then I tried this fix (Thank you PahnCrd!) but didnt work. Finally I've fixed it swichting back the shaderpackages from 19 to 17.
I looked for a fix because I had invisible water textures in caves and tunnels. I already had lots of mods added (and game hours invested) before I first noticed the problem. But then I saw a comment below that this mod doesn't fix that, so before even trying the mod, I simply went into the game's graphics settings and changed water quality & multisampling from low to medium, and enabled refractions (I already had reflections enabled) - and bingo! I'm not sure if the changes themselves fixed it or whether just making changes reset the shaders (or some glitched setting thereof). Either way, I suggest you just try fiddling with settings before trying fixes if your problem sounds like mine.
I'd like to know too.. however getting an answer appears unlikely. I looked for it briefly but Megaton Bomb Redone- ( https://www.nexusmods.com/fallout3/mods/20240?tab=files ) was the best i could find.
THX again for your mod. I have done ur 3D water settings and noticed that the water was gone. Tryed this fix and nothing happened. BUT i havnt read this: "Be sure to put it at the bottom of the load order" <--- So i did and WOOH water is up again THX !!!
If you experience water which exists (can be swam in) but does not appear visually (no surface texture), this mod may not be the answer. Anyone who has this error, and said error is not fixed by this mod, please contact me in a PM and I'll try to help you.
I've had a bug with some water being invisible from above, especially with small pools such as the one in Megaton. Also, far away from shores etc, i could see the water, but when i got close, it disappeared. This fixed the small pools, but still not the large ones.
