I've made a very small change for version 1.05. Now, to cripple heads, the target must be wearing a power armor helmet, since that makes more sense. Damn near 99% of all power armored enemies you fight have a helmet on too though, so this will have almost no effect on gameplay. There are a few rare non-helmed power armor soldiers though, and now you won't cripple their heads on critical hits.
