It does nothing of itself... What it is is a two sided Plane that floats a few feet off the ground. Any texture you assign to it is mirrored on the reverse side. Its a modders resource (and was put up by request from someone that wanted a floating transparent NIF mesh for their project ~whatever it was).
Adding it to the game does nothing, unless you use it in your custom mod.
