That is actually what I ended up doing, I just never released it. Plus I removed most weapons and things. Also made a back-story for it. But like I said, I never released it.
I have to agree with the other posters. There's too much, and it doesn't make sense.
I'll be adding Robco roof access in the next version of Vault 97 +, and I'm going with a ladder on the office level that comes out a hatch on the roof.
I like the idea. Remove the weapons and ammo (geez, it must be fun to stack ammo like that, most everyone is doing it nowadays) and what purpose does those wodden ... fences... serve? Its a roof, you see where it ends and you stay away from the sides naturally. Besides, it'd be kickass to stand on the corner lookin' badassly over the wasteland, neglecting the fact that you can at any moment fall over and f*ckin' die. Yeah...
Just add a grill, 2+ seats, maybe a table too, that'd be nice. A makeshift roofing with a bed and a shelf maybe.
Then you can think of who it belonged to before the LW got there, I'm thinking a mechanistish character, fancy with the robots and whatnots... Maybe a diary is found near the bed area, where he's going on about how he's making his little fortress of solitude safe by having tons of robots guard the entrance from them pesky raiders and other unwanted bypassers. I mean, it doesn't really make much sense that the factory is left untouched for 200 bloody years without anyone going "Huh, it's a robot factory there. Maybe its got some nice loot I can scavange?" What about them going "Huh, it's a robot factory over there. Maybe its got som-OH SNAP THE ROBOTS BE SHOOTIN'!"
As to why he chose to live on the roof instead of inside... Maybe his lungs are damaged from all exhaust (or whatever those robots sheds) and he moved up for the clean fresh post-apocalyptic air.
But as the years went on he grew wary of life and decided to end himself, shutting down the mainframe (hence the quest there isnt hindered) and jumping off the roof (his corpse on the ground with a key to the hatch).
Wait, that might be a reason that he ended himself, lung cancer! I don't know anyone with it, nor do I feel like looking it up, but I dare say it's painful to have lung cancer.
Yeeeah, that'd be a good mod.
Point of reference the VAPL 58 Power Station EDIT; Also noticed there that you have your toilets ... built into the roof... Why not get funny with it, make one of those toilet hut thingies so it leans over the side. Thats how I'd do it. Your excrement nicely falling down on them pesks who live on the ground level, hah! (I know someone is going to ask, so the mod shown there is this.)
I'd suggest you replace the stairs with some random objects around the building on which you can climb to the roof. Or, just place a ladder and a hatch somewhere inside the building, which leads to the roof, that would make a lot more sense.
And i also think the base itself can be improved alot. It really looks like a cheat mod the way it is now. You could take a look at one of the Raider or Scavenger bases all around the Wasteland, and get some inspiration from that.
I like the idea to have a base up there, but i dont know if you intend to make it a cheat mod (a place to replenish ammo and weapons for free) or a place with some kind of a background story and realistic layout. I'd prefer the latter, but it's your mod after all
I don't know, good idea, but it seems to much of a cheat. Almost or every weapon is on that roof. Also i don't understand why there's stairs, just seems a bit unrealistic. Not meaning to beat you up about it, a base on top of robco is a good idea, but the weapons make it a little unrealistic, especially in their quantity.
