Hm. I tried this out and it seemed to work fine with one exception. The left %10 or so of the screen didn't have noise. I'm pretty damn sure I installed it correctly. Any thoughts?
@Aetavicus I did. Several times, with different settings. Could see absolutely no difference, the screen was as clear as always.
*EDIT* Well, it doesn't seem to be a mod incompability at least. I tried unchecking everything but the game and DLC masters, and there was still nothing... it wouldn't be affected by texture replacers, would it? Maybe it's just something about my game settings.
I tried to Endorse this with a in-depth description of my experience the performance and my perceptions. I put some time into what I wrote. Unfortunately all that was lost because I downloaded the alternate version and forgot I can not Endorse after I down load. ">

Oops, I screwed up in the readme. It simply needs to be a child of the <menu></menu> block. In the case of putting it at the end of start_menu.xml, it's between </template> and </menu>. I didn't check to see what was actually at the end of start_menu, and just copied over the part about hud_main_menu.xml. I've updated the files to fix the readme.
Wallettheif: Check the Installation part of "Readme - Noise Filter.txt" in your Data folder.
I am still not going to use it because my graphics card is isn't even good enough to run fallout 3 on high with no mods.So I don't think thats a good option.

Do I need to add </rect> along with the required line below </template> ? I'm using DarnifiedUI and Notepad++ to edit the file.
