Works quite well with the "View Distance decreased" mod. Helps makes the wasteland feel more hazy and atmospheric.
That usually gives a good balanced noise that is visible equally across the screen, including the bright sky and darker elements like land and buildings. I use a refresh of 25 'cos I figure that'll look most similar to film grain.

BTW, I use:
1st layer: opacity=22, brightness=40
2nd layer: opacity=21, brightness=230
