If it doesnt work you might aswell just get the archive invalidation invalidated program, its better than manually making the archive invalidation yourself. If that fails well just check and make sure the files sh/would be in their designated folders.
I created a .txt file named ArchiveInvalidation and copied those lines in it, then I've put your Data folder with the textures in mine, but the Reily's Ranger armor skin is still the same
How do you make your Camo? By hand or do you use some kind of pattern? I've made some camo retextures for myself, but they never end up as good as this one, and it takes a long time, usually an hour or so as I do them by hand with the Quick-Selection tool in PS CS3.

And this only mods the armor I think.
