You will find it eventually. But it's not too common, indeed. Of course, if you have other mods which also edit the loot containers in any way they may overwrite my addition, in which case your only option would be to add manually it to your character via concole commands.
Reference IDs are always unique in every single player's game, because only the last digits are actually fix (in the case of the ring, the last digits are 800), but the full IDs also contains information about the position in the load order in your game setup, and this will be different for every player. E.g., in my personal game setup, the ID of the ring is FE000800, but it will be different for you.
This is why you have to first find the ID yourself, using the console and typing help "Health Regeneration" or help "Ring of Health" (if you use the English version) which will then list the item and tell you its specific ID. After that you can then type "player.additem xxxxxxxx" where instead of Xs you use the ID. Of course, you need to type the correct ID the game told you. I can see that the one you mentioned is definitely wrong, as IDs always have 8 digits, not 9 ...
But of course, you should really find it as loot eventually, not use tricks ;-)
The console only shows a few lines, so if the list is too long you can't see it. Try help "Ring of Health" (including the quotation marks) that should do the trick also. Also, don´t forget to enable the pluging in the Enderal launcher using the DATA button and save those settings before your start the game.
You can use PageUp and PageDn keys in the console. You are looking for an ARMOR (ARMO?) record. The console output for help is sorted using some mysterious rules and ARMOR will be higher up. There is also a setting somewhere that will increase the console size to show more lines, and there is some way of making the font smaller too, at least on SSE.
