Enderal's Skill system won't allow you to increase your skills via experience. To increase your skills, you have to read skill books. To make things easier, this mod allows you to add as many Crafting, Learning, and Memory points as you wish, as well as skill books at the Apprentice, Adept, Expert, and Master level.

Overview
Enderal's skill system can be very frustrating. You can fire as many arrows at your enemies as you want, or pick as many locks as you come across, but your skill level will never increase by a single point in the Archery or Lockpicking categories. The only way to increase any skill is to read learning books, and learning books can only be read if you have enough Learning points available, which you earn whenever you level up. 

Enter the Enderal Skill Enhancement mod. This mod adds a Skill Enhancement power to your magic inventory in the Powers category. When you activate it, a menu pops up that lets you add Learning, Crafting, and Memory points, and skill learning books at the apprentice, adept, expert, and master levels.


Instructions
Activation: To activate the Skill Enhancement popup, select the associated Skill Enhancement power in your magic inventory in the Powers menu, then press the Shout key. This is usually "Z" on most keyboards. The main menu will pop up. 
Points: To add Crafting, Learning, or Memory points, select the "Points" option in the main Skill Enhancement menu. Whenever you add points, you can check your point status by pressing "H" on your keyboard to bring up the Hero page. Your available Crafting, Learning, and Memory points are displayed in the lower left-hand corner of the page.
Memory Points: These are used to unlock options in memory trees. The trees are on the island you get to when you press "Y" on your keyboard. This feature of the Skill Enhancement mod allows you to unlock as many branches and options as you wish. For instance, you can immediately unlock the entire Elementalist branch of the Mage tree by granting yourself the necessary Memory points to unlock all the options in the branch.
Crafting Points: These are points you use whenever you read skill books that increase workmanship skills. Alchemy,  Enchanting, Handicraft, Lockpicking, Rhetoric, and Sleight of Hand fall in this category.
Learning Points: These are used whenever you read skill books that increase combat or magic skills, such as Archery, One-Handed, Light Armor, Sneak, Elementalism, Psionics, etc.
Books: In this section of the Skill Enhancement menu, you can add as many learning and crafting books at any skill level you wish. For instance, add 10 apprentice level learning books for the Archery skill. Don't forget to also grant yourself 10 Learning points, or you won't be able to read the skill books you just added. You'll find the skill books you added in your inventory on the Consumables page. On most keyboards, you use the "I" key to open your inventory. For every learning or crafting book you read, one point is subtracted from your Learning or Crafting points on your Hero page. Since you usually start around level 15 in most skills, reading the 10 apprentice level Archery skill books will boost the Archery (Marksman) skill to 25. As soon as you reach level 25 in a skill, you won't be able to read any more crafting or learning books of the apprentice level. Instead, you need to start reading adept-level learning or crafting books, and so on. For this reason, 25 is the maximum number of books of a certain level you can add at a time. Of course, you can add more books of the same level than 25, you just won't be able to do much with them, unless you want to sell them.


Installation/Uninstallation
As with any mod, please install or uninstall this mod with a mod manager, such as Vortex or Mod Organizer 2. The latter is my personal preference. 


Recommended Mods
The Enderal Skill Enhancement mod goes very well with my Powers of the Prophet mod. Having both will allow you to quickly build out your character any way you wish.
