First make sure that the file z_SPRINT_200%.pak is in the correct folder: E2\data\packed. Then run the mod alone to test it. And if you run multiple mods, use the guide and merge them all. I've download it now, tested it and it works fine.
There should be such settings in the game files, but they will surely change enemies too. I'll look into it since I'll update it for PATCH 4 anyway but I'm not promising it will make a release.

Sunglasses could definitely track those, but only if PB would code it. And that will never happen. The effects are govern by scripts and manifest as a part of HDRi postprocessing.
Regarding openning chests, if you are doing multiple playthroughs and don't want to pick up items or open chests anymore, you could use my master save.
Animation is depended on the flow settings changed so it does appear faster. Which again might imply that one could use that for instant looting, hm interesting.

For me 155% is the most balanced speed, not vanilla but not to fast.
